Energy Infrastructure Development & Management Company (Guarantee) Limited

Our Story

Company History

Building a Dedicated Energy Infrastructure Institution

The Energy Infrastructure Development & Management Company (EIDMC) was established as part of the Government of Pakistan’s comprehensive restructuring of the National Transmission and Despatch Company Limited (NTDCL). The restructuring was designed to improve institutional efficiency, strengthen accountability and create specialised entities for the planning, development, operation and management of Pakistan’s energy transmission infrastructure.

Restructuring Approval

On 6 November 2024, the Federal Cabinet approved the restructuring framework under which NTDC’s functions were reorganised among three specialised entities:

National Grid Company of Pakistan Limited (NGC -Assets)

Responsible for the operation, maintenance and assets management of the national transmission network.

Independent System and Market Operator of Pakistan (ISMO)

Responsible for system and market operations.

Energy Infrastructure Development & Management Company (EIDMC)

Responsible for developing and managing energy and transmission infrastructure projects.

EIDMC was incorporated with the Securities and Exchange Commission of Pakistan on 3 January 2025 under the Companies Act, 2017. It operates as a state-owned enterprise under the administrative control of the Ministry of Energy (Power Division), Government of Pakistan.

The Company was created to introduce a dedicated, commercially oriented and professionally managed institutional framework for the preparation and implementation of major energy infrastructure projects.

Following its incorporation, EIDMC’s Board of Directors was constituted in July 2025, and its corporate office was subsequently established in Islamabad, Pakistan. The Company initiated the development of its governance framework, organisational structure, financial systems, human-resource policies and operational procedures.

EIDMC is presently progressing towards full operationalisation through coordination with NGC, the Power Division, NEPRA, development partners and other sector stakeholders. Initial priorities include establishing its Project Management Office, completing its professional staffing, introducing ERP and project-management systems, finalising the regulatory framework and initiating the phased transfer and implementation of eligible greenfield grid and transmission projects.
